According to President Bush, Saddam Hussein with his anti-American sentiment as well as the " possession" of natural and substance weapons was one of these dangers. The proposal of a fresh war against Iraq came from George Bush. This warfare was supposed to be based on the core goals of American International Policy (The 4 P's).

Power: Iraq was viewed as one of the biggest opponents of the United States, more than country itself; the adversary was its leader, Saddam Hussein.
